Disregard.  Apparently the Debian upgrade didn't remove the old files that the
previous package had installed, from /etc/spamassassin.  When I manually
purged those and re-installed the new package, it placed nothing but a single
local.cf file in /etc/spamassassin.  Sorry for the noise.
