I believe that SURIBLs are enabled by default, but I guess we are both
too lazy to check.

This could be for a number of reasons, including permissions problems.
Its best to run spamassassin or spamd with the -D parameter and like you
normally run it.  By "normally run it", I mean with the same user AND
HOME environment variable and with the proper '-u' flag if used.
