For license questions about non-SA software, you'd really want to ask
the appropriate people related to that software. In this case, the
razor-users list is probably the best place.

In short, however, there are now restrictions for who can use Razor
without purchasing a license, which are related to non-personal use.
As such, the Razor plugin was disabled per SA policy.
