Right. That's the big reason for using +all (or not using SPF at all). Using +all means to me: "Look, I - the postmaster - I'm aware of SPF, but unfortunately my customers have the need to send their mail through many ISPs." So, it sounds weird that someone in this list wants to penalize such domains... g
