is it correct and by a reason, when two similar rules, like
FH_DATE_PAST_20XX and DATE_IN_FUTURE_96_XX both match, causing the same
problem to score 7.3 ?

Yes, I know user should fix his/hers system date:

But why to have two rules to catch the same problem?
