I'm surprised: it's not that unusual a format. Subscribe the mailing list at http://subversion.apache.org/mailing-lists.html, which describes sending a message to users-subscr...@subversion.apache.org. You'll receive a response confirming your request. Reply to that, and you should be a bonafide member of the list with the list email sent to you. This structure is very common with various mailing list software such as "mailman".
