Well for what it's worth we run svnserve.exe on Windows Server 2003 R2, virtual 
server on VMware ESX.
The virtual machine has 1 CPU, 4GB of RAM, 1 Gbit network adapter.  The hard 
disk is on a SAN and connection is via iSCSI.  This is running really well for 
us.

Before we got this server though I ran it on a Windows XP desktop machine 
without problem (sorry can't remember the specs).
