CygWin includes the necessary tools for both the repositories and the services, although I'd be very cautious about handling of case on Windows based filesystems under CygWin. In fact, a light Linux environment is so cheap and so lightweight, that running one solely for Subversion access, even in a virtual instance, seems quite reasonable. Do you have some reason to want to do it under Windows, besides personal familiarity?
