We installed Subversion on a Windows 2003 Standard SP2 Server box. Installed from exe file downloaded from website. Chose windows authentication and created top level repository. We know nothing about this software as it was just dumped in our laps so sorry about the lack of useful information.

That doesn't get you "group" management, but it's a starting place. Be aware that Linux and UNIX and CygWin svn command line clients, by default, will store the HTTP or HTTPS passwords in clear text in the user's home directory: this is why I generally refuse to use this. But if you can somehow prevent such access, or have confidence in your users not to use such tools, it should be straightforward to set up. Group information and privileges, well, you'd have to give better ideas of what you're trying to allow, and what you're trying to prevent.
