This shouldn't be a problem. The easiest way to do this would be with a checkout of the existing code. Create a directory called trunk. Then svn move all the other files and directories into trunk. Then create branches and tags directory and commit all those changes. By using svn move you retain the history of the files and directories. You shouldn't need to shut down anything either.
