You can proxy it with IIS to a local Apache from CygWin on an alternate port, yes? Mind you, I highly discourage theh HTTP or HTTPS access to Subversion due to the plain-text password storage issues for UNIX/Linux/CygWin clients. Considuer using HTTP access only for anonymous read, and restricting write access to svn+ssh.
