As already mentioned, not the server but you will need to restart apache / avnserve. I would shut them down before hand to make sure that you can upgrade all the files svn files properly (this is windoze after all). Remember that upgrading the server is only part of the picture. Any new repos you create will get all the benefits but existing repos will not get the full benefits unless you can find the time to do a dump/load.
