First of all you should examine how this could happen and what exactly is present in the log messages in your repositories, you should make sure that the log messages contain the wrong bytes for ü etc. German umlauts are not a problem, normally. Before repairing your repository I would make sure that it's really damaged. You should attach the errors you got from TortoiseSVN as well.
