Subversion doesn't provide that capability. You can only have one master 
server, and you can use svnsync to create any number of read-only mirrors of 
that master. You can also configure those mirrors to proxy any write (commit) 
requests back to the master. This is sufficient for most setups.


For full multiple-master capability, you'll have to look elsewhere. For 
example, WANdisco is a commercial product that's based on Subversion that 
offers this.
