It may have worked if I had ssh'd into the RHEL server, not sure. It's a bit unclear. I was able to simply export the files, rename the files to ascii filenames outside of SVN, trash the containing folder from the rep, recreate it, check it out empty, add the ascii named files, and re-commit.
