If it comes up again, I do urge you to consider doing a "sudo" wrapper for a repository generation tool, one that will generate repositories in a default location that your Apache or other default setup could work with. That could also do default setups of $reponame/conf/ files to set default access, $reponame/script/pre-commit to force people to include comments when they submit changes, etc.
