The authorization/authentication settings depend on the used server, i.e. either svnserve or Apache. For Apache, they are (I believe) external to the repository itself, which is the reason that the hotcopy doesn't preserve them. Instead, you'll need to tell Apache that the new location uses this-and-that access configuration, but then it should work again.
