SSH connections require some expensive computation at startup, so the maximum number of outstanding connections allowed is much lower than for regular socket connections to prevent denial of service attacks by connection flooding. This is governed by the MaxStartups value in the /etc/ssh/sshd_config file. If no value is set explicitly, the default is 10. You can experiment with setting this higher (we use it inhouse for a parallel master-server cluster installer, so we set it to the # of slaves in the cluster plus a little extra). If your server isn't Internet facing, this might be an adequate workround for you if you don't want to swap out TortoisePlink.
