svn:externals is a versioned property, not a revision property. Setting it on a 
revision succeeds, as you see, but it has no effect. This is simply user error; 
there is no bug. You already found the correct method: check out a working 
copy, set svn:externals to the desired value on the desired directory, and 
commit.
