I think this should be possible through ISVNRemote.getCommitEditor() [1]. However, that interface returns an ISVNEditor, which is marked as experimental. (It wraps the experimental svn_editor_t, not the classic / stable svn_delta_editor_t.) "Experimental" means the interface is not subject to the usual backwards compatibility promises.
