How do you use the $HeadURL keyword now? Do you want to make $HeadURL show contents of this file? What '^' file are you asking about? I assume by ^ he means it the same way that SVN can use this when specifying a URL within the working copy. IOW, he wants the repository-relative path of the file not the complete URL. As long as you are using SVN 1.8 or later you can now define custom keywords.
