It seems to me that error is not specific to SVN, but to the Apache
httpd server in which the svn module runs. Searching for "(28)No space
left on device: AH00023: Couldn't create the watchdog-callback mutex"
results in a couple of hits that pertain to httpd in different
contexts than SVN. This one seems to give a possible cause and some
resolution options:

If that doesn't help, perhaps you should seek further help from the
Apache httpd community:
