What version of the Subversion client are you using (svn --version)?
What version of Subversion is running on the server you're trying to
access, and what host OS?

I'm assuming that DOMAIN/SVN_PATH is an edit you made to hide the details
of your organization?

Did you try this step of removing the -q option? What shows up on the
command line?
