The heck? I suspect that should be "Requires: python3", due to the peculiarities of RHEL 7 providing python 3.x as separately named, parallel packages. This is not an unheard of bit of confusion when script requirements are updated from python 2 to python 3. I also wonder why you're using 1.10 when 1.14 is available.
