Please also verify that there is enough disk space available on the server. You should be able to upgrade the server without making any changes to the repositories (however some releases added new features to the repository format in which case you might want do to a dump/load cycle to access benefit from the new features). Please check the release notes, for example https://subversion.apache.org/docs/release-notes/1.14.html (change the version number in the end of the URL to 1.13, 1.12 etc. for each release down to 1.6). Before upgrading, make sure you have a backup of the repositories and the server.
