It is currently not published under a Creative Commons or a similar license. I'm not in a position to comment on legal matters, but as far as I know, the current terms allow linking to the guide and quoting excerpts from it with attribution. However, republishing it in whole or in substantial part isn't allowed. The SVN MergeBook itself is intended is a standalone guide dedicated specifically to branching and merging. The current document is the very first version of the guide. Future versions are expected to cover additional topics related to working with branches in Subversion.
