In fact there shouldn't be anything before the border component and this is what the Shell component presuppose as it's used for <head> DOCTYPE stuff. In any case I think you can configure the parameter to an empty string so that the "hardcoded" doctype will be used. I would remove the "hardcoded" doctypes though.
