I know this is a bit old but I just ran into this problem. For me it was
<dependency>
<groupId>org.chenillekit</groupId>
<artifactId>chenillekit-tapestry</artifactId>
<version>1.3.0</version>
</dependency>
Which brings in the tapestry 5.2 functions jar file
