OK, I found the cause. There are 3 hosts defined in tomcat's server.xml
which caused tapestry application was started one time for each host. So
this may be a tomcat problem. How to prevent the jobs being started 3
times in this situation?

It's not only the @Startup methods, I found even my bind() methods
executed 3 times.
