Yeah well, that's exactly my question :p.

I removed all the c:set-tags and continued to work on this but I have the same 
problem with c:forEach.  So, or I find a solution to this problem, or we remove 
Tiles from our application and replace it with another view technology.

I really have no idea what we're doing wrong.  I'll revert it to a previous 
version and see if I have the same results.
