I think you have the solution there. I knew about the leap second but had not seen any issues. I do have ntp installed and running. I rebooted one server with the problem and it came back up with normal low load on tomcat - this with tomcat 5. So it seems there was some delayed issue with the leap second or something like that. Anyway problem resolved...
