For apxs (it's in /usr/sbin/apxs in Fedora 17), try installing httpd-devel.
I don't know what the corresponding packages are on other distros.
I typically install:
apr-devel
apr-util-devel
httpd-devel
That keeps me out of (or in) trouble most of the time.
