Yes it is! In our case we have an webapp update system that undeploys the old webapp and deploys a new version. And anyway, in a development environment this is a great annoyance. But there are some solutions, such as using Commons Discovery or Spring... I think that there is a Wiki about it in Tomcat, but I don't remember where...
