There should be some other errors identifying why one of the "child
containers" (probably your webapp) didn't start. Check farther /up/ in
catalina.out or possibly some other log files under logs/ to see what
the root of the problem is.

I'm just curious: why do you bother launching Tomcat from your own
fairly trivial Java wrapper?
