1. Is your server running at localhost?

2. What is in Tomcat's access log?
(Does Tomcat log that Maven tries to access it?)

3. How it fails? What is reported by Maven?

4. Have you restarted the server after editing tomcat-users.xml ?

Best regards,
Konstantin Kolinko
