I tested this now also with Tomcat 8.0.0-RC1 and 8.0.0-RC2, and found that the problem also happens with RC2 but not with RC1: With RC1, s.read() immediately returns so that the read byte count is 0, whereas with RC2, Tomcat hangs after sending the request.
