WebappLoader vs WebappClassLoader

Hi,

Could someone tell me what is the purpose of having WebappLoader and
WebappClassLoader in Tomcat?
As I understand WebappClassLoader is per web application and WebAppLoader for
tomcat server instance. Am I wrong?
