The <Host> is default from installation, nothing changed for my application.

prefix="localhost_access_log" suffix=".txt"
pattern="%h %l %u %t "%r" %s %b" />
</Host>
I deploy directly from a war file in the webapps folder.
The conf/[engine]/[host]/ is empty, so no conflicts there.
