Nothing jumps out at being wrong.
Probably the simplest way to get the to bottom of this is to connect a
remote debugger to Tomcat and step through the handling of a single
request to see what is going on.
Enabling debug logging for org.apache.coyote.http2 might shed some light
but might not. There aren't a whole lot of debug statements around the
compression code.
