Although this didn't work for me I found an article that said to add the default context setting
allowLinking to the server.xml which worked.... for [EMAIL PROTECTED] So effectively a soulution has been found. but i would appreciate if anyone knows why this would work and and changes to the webapps local context.xml. I must have written it incorrectly.
