I think the spec says they can be in WEB-INF/lib/library.jar!META-INF or just WEB-INF. Works for me on TC5.0 when I put the TLD file in WEB-INF. But that may be too messy for you! :)

It's a tag that don't need to be compile, it's in a jspf or jspx extension
file or something like that. It's like coding jsp, but you are building
tags.

I think it jsp tag ver 1.2
It should be in the jsp ver 2 specification

it just clutters up the configuration, so for me it is more a cosmetical
than a technical issue.
