This looks like a misconfiguration of permissions, file paths or both.
(How) Have you edited conf/server.xml? What are your base paths, and
are your webapps installed correctly in them? What user does your
Tomcat process run as? Can it read+write all the files you expect it
to?
(If you don't know what you expect it to read+write, try tracing the
system calls it makes and filter for file opens - this gives a pretty
good idea).
