If you are using Mozilla Firefox, is it possible that you have banned one of the servers from setting cookies? I just had that problem this morning on one of my test servers, actually. I nearly lost my mind trying to figure out what was going on. Also, if you are using ff, try the LiveHttpHeaders extension so you can watch the HTTP headers going between the server and the browser.
