It's odd that you would have this issue on one server and not the other. By one hour off, do you mean the OS (as reported in the task bar) or some application running in Tomcat?
If it's an application, then there is an issue with tzupdater that was announced on the Sun site just a few days before DST. Here's the link: http://java.sun.com/developer/technicalArticles/Intl/alert.html I don't know why this would impact one of your systems and not the other. Another possibility could be that your production Tomcat is not using the JRE/JDK that you think it is?
