Looks like you need the taglibs dependency. Try adding these to your pom.

<groupId>taglibs</groupId>
<artifactId>standard</artifactId>
<version>1.1.2</version>
<scope>compile</scope>

<groupId>javax.servlet</groupId>
<artifactId>jstl</artifactId>

</dependency>
