It certainly appears so. I have a host with a single HTTPD in front
of a single Tomcat which defines three vhosts, and the traffic is
routed properly.

In view of the open bug that Chuck mentioned before
https://issues.apache.org/bugzilla/show_bug.cgi?id=36155
and if you have access to that system, maybe you could let them know
which versions you are using, to complement that information ?
