Put your authenticator config in:
${CATALINA_HOME}/lib/org/apache/catalina/startup/Authenticators.properties
This should override the one in catalina.jar, given the common.loader classpath
in the standard conf/catalina.properties file. Haven't tried it myself, but in
theory...
