Also what do you mean by "tomcat's services"? Do you mean jsvc or a shell script that supports start|stop|restart?

Depending on OS and start method, you may be running into the old privileged ports problem common on *nix systems.
Last question -- what's reported in the tomcat logs when you try to start?
