Where exactly did you copy index.html?

If you want files to show up in the root path (http://localhost/), you
have to put them into a directory called ROOT within the appBase
(case-sensitive: use CAPS!). So, you'd need:

E:\Public\Files\My Docs\Web\Sites
E:\Public\Files\My Docs\Web\Sites\ROOT
E:\Public\Files\My Docs\Web\Sites\ROOT\index.html

Not exactly; you need to deploy some apps into that appBase of yours ;)
