A little more information. When docBase is pointed at a war file and setting the unpackWAR="false" it appears to at least load correctly. (We're still trying to validate that it is running correctly).
When docBase is pointed at a war file and unpackWAR="true" then it does not load any of the libraries from WEB-INF/lib.
